The Governor was a popular local pattern in my home region of Williamsport, Pennsylvania. I had in them in my fly box when I was in high school. It is a good dark pattern, and the peacock herl body most likely has something to do with that. It was also a favored night fly for brown trout fishing; for that we tied and fished them mostly in sizes #2 and #4.
